The Richard T. Fields Bar Association, founded in 2010, represents the interests of African American attorneys in the Inland Empire. The mission of the Bar Association is to provide a forum for attorneys to connect their resources, network and support each other as well as to assist in the development of future lawyers and judges.


The Bar Association bears the name of the Honorable Richard T. Fields, who was the 1st African American judge in Riverside County. Judge Fields has presided in the courts of Riverside County for the past nineteen years. In 2007 and 2008, Judge Fields served as the Presiding Judge of the entire Riverside County court system. Prior to his appointment to the bench, Mr. Fields served as a Reginald Heber Smith National Poverty Law Fellow with the Legal Aid Foundation of Los Angeles. He was associated with the Law Offices of Susan R. Wasserman and he also served for several years as a Riverside County Deputy Public Defender. Judge Fields was also associated with the law firm of Reynolds, Bawden & Lawson.


 

Judge Fields has received numerous awards and commendations, including being named to the Western State University Hall of Fame, the outstanding achievement award of the African American Attorneys of the Inland Empire, the Volunteer of the Year award for Liberty Elementary School. In 2007, Judge Fields received the Southwest Bar Association’s Judge of the Year award and in 2008 he was named as Judge of the Year by the Riverside-San Bernardino Chapter of the American Board of Trial Advocates. Last year Mr. Fields received the Outstanding Jurist Award from the Leo A. Deegan Inn of Court.


 

Mr. Fields has dedicated his life to community service. As a member and past president of the Riverside Sunrise Rotary Club, he has been involved in mentoring students, assisting with major immunization drives, assisting at the Inland Aids Walk, sending students to leadership camp, and participating in a “lunch buddy” program where he has met special elementary students for lunchtime fellowship.


 

Richard T. Fields is truly a man of vision, valor and integrity. His life and commitment to justice and service truly embodies the mission and purpose of the Richard T. Fields Bar Association.

    Riverside County Superior Court Judge Richard T. Fields has been elected by fellow jurists as their next presiding judge, with oversight of one of the nation's busiest court systems.

    Judges also voted for Superior Court Judge Thomas Cahraman as assistant presiding judge, the court announced Thursday. Both men take their two-year posts in January.

    Riverside County currently has 49 judges and 20 commissioners, with courthouses in Riverside, Indio and Murrieta and in branch courts throughout the county.

    Along with the court executive officer, the presiding judge leads the court, establishes policies and assigns resources.

    Fields takes over from Presiding Judge Sharon Waters, whose term ends with this month.

    Among the challenges facing Fields is the crowded court schedules. Judicial officers in Riverside County have increased by one in the past five years. The county's population grew from about 1.6 million to 2 million during the same period.

    Along with San Bernardino County, Riverside County has one of the highest caseloads per judge among California's large counties.

    San Bernardino has 6,161 cases per judge, and Riverside has 5,818. The statewide average is 4,680.

    Riverside County has been funded for seven new judges in the state's current budget. But it must continue lobbying to keep funding for additional judges in the next two budgets under a compromise worked out between the governor and Legislature.
